Why is Ishwardi Banarasi Palli not fully functional yet?

The second-largest Banarasi Palli in the country was built in 2004 at Ishwardi's Fateh Mohammadpur by Bangladesh Handloom Board to expand the manufacturing and marketing of Banarasi products.

In order to support local craftsmen, plots were also given away at a low price.

However, even after 18 years, the Banarasi Palli is not yet fully functional.
