HC orders probe on Comilla student’s torture
The High Court has ordered investigation into the incident of inhumane torture on a five-year old Madrasa student by a teacher at Manoharganj upazila, Comilla.
Emdad Hossain, a teacher of Bipulasar Noorani Hafezia Islami Academy at Ma Manoharganj, has reportedly tortured a five-year old student Noman, son Khorshed Alam from the upazila, recently.
Issuing a suomoto (voluntary) rule, the HC on Wednesday asked the UNO of Manoharganj investigate the incident and to submit the probe report before the court in seven days from the date [May 9].
The court also ordered the officer in charge of Manoharganj Police Station to render all necessary assistance and cooperation to the UNO in this regard.
The bench of Justice Zubayer Rahman Chowdhury and Justice Md Iqbal Kabir came up with the order following a report and photograph published by daily Ajker Comilla, an online daily, on May 8 on the incident of torture of Noman.
Advocate Md Abdul Halim, a Supreme Court lawyer, placed the news report before the HC bench on May 9 for necessary order.
The same day, the bench also issued a rule asking the respondents to show causes why they should not be directed to initiate appropriate legal action against teacher Emdad Hossain who allegedly tortured student Noman.
In the rule, the court asked the respondents to explain why they should not be ordered to arrange immediate and proper medical treatment for the victim, Noman.
Secretaries to the ministries of home and women and children affairs, deputy commissioner and civil surgeon of Comilla, UNO and OC of Manoharganj, and Emdad Hossain have been made respondents to the rule.
The HC also fixed May 17 for passing further order on this issue.
