Disappeared, then executed or framed

Snapshots of an interim report from the commission on enforced disappearances

An interim report of the inquiry commission on enforced disappearances states that most disappeared victims came out of captivity in two ways — they were either executed or framed in trumped up charges.

Released by the chief adviser's office earlier today, the pdf file provides a chilling description of the methods used by law enforcers when dealing with people who are victims of enforced disappearance.

The commission has received "some verified reports detailing the methods of execution". The interim report says that one method of execution was gunshot to the head. The bodies were then tied with cement bags and sunk into rivers.

"This method was described by military officers who had served in RAB as standard procedure to ensure that the bodies would sink," said the report.

Specific execution spots and disposal sites included some along the Buriganga River, Shitalakkhya River (Kanchan bridge) and Postagola bridge. In fact, a boat was docked near the Postagola bridge that had been confiscated from the pirates of Sundarbans and modified for use in these operations.

The report mentions the orientation of one RAB battalion commander, who recounted the incident. The session, conducted by the head of RAB intelligence of that time, feature two executions on a bridge, "as part of his initiation into RAB".

"Another soldier, previously deputed to RAB intelligence, described a victim attempting to escape by jumping into the river. He retrieved the victim, who was immediately executed on the spot," states the report.

The commission refrains from divulging the full extent of its information, saying that it is crucial for its ongoing inquiry. But a comprehensive account of abduction, detention, torture, elimination and release will be included in the final version of the commission's report.
