Who needs to pay Tk 2,000 minimum income tax?
People may have to pay Tk 2,000 as minimum income tax from the next fiscal year for availing 38 government services even if they do not have taxable income.
Finance Minister AHM Mustafa Kamal proposed the minimum tax on his budget speech at the time of placing the national budget for 2023-24 fiscal year on June 1.
People will need to show the proof of submission of return of Tk 2,000 minimum tax:
1. In case of applying for a loan of over Tk 5 lakh from a bank or a financial institution
2. For becoming a director or a sponsor shareholder of a company
3. For obtaining or continuing an import registration certificate or export registration certificate
4. For obtaining or renewal of a trade licence in the area of a city corporation
5. For obtaining registration of co-operative society
6. For renewal of licence or enlistment as a surveyor of general insurance
7. To obtain registration, by a resident, of the deed of transfer, power of attorney or selling of a land, building or an apartment situated within a city corporation, where the deed value exceeds Tk 10 lakh
8. In case of getting or maintaining a credit card
9. To be a member or continue holding the membership of a professional body as a doctor, dentist, lawyer, chartered accountant, cost and management accountant, engineer, architect or surveyor or any other similar profession
10. To obtain and retain a licence as a Nikah Registrar under the Muslim Marriages and Divorces (Registration) Act. 1974 (LII of 1974)
11. To continue being or be a member of any trade or professional body
12. For obtaining or renewal of a drug licence, a fire licence, environment clearance certificate, BSTI licences and clearance
13. To obtain or continue commercial and industrial connection of gas in any area and obtaining or continuing residential connection of gas in city corporation area
14. For obtaining or continuing a survey certificate of any water vessel, including launch, steamer, fishing trawler, cargo, coaster and dumb barge etc, plying for hire
15. For obtaining the permission or the renewal of permission for the manufacture of bricks by deputy commissioner's office in a district or directorate of environment, as the case may be
16. For obtaining the admission of a child or a dependent in an English medium school providing education under international curriculum or English version of national curriculum, situated in any city corporation, district headquarter
17. For obtaining or continuing the connection of electricity in a city corporation or cantonment board
18. For obtaining or continuing the agency or the distributorship of a company
19. For obtaining or continuing a licence for arms
20. To open a letter of credit for the purpose of import
21. In case of opening postal savings accounts of exceeding Tk 5 lakh
22. For opening and continuing bank accounts of any sorts with credit balance over Tk 10 lakh
23. To purchase savings instruments of over Tk 5 lakh
24. To contest in any election in upazila, paurashava, zila parishad, city corporation or national parliament
25. To participate in shared economic activities by providing motor vehicle, space, accommodation or any other assets
26. For receiving any payment which is an income of the payee classifiable under the head "Salaries" by any person employed in the management or administrative function or in any supervisory position in the production function
27. To receive any payment which is an income of the payee classifiable under the head "Salaries" by an employee of the government or an authority, corporation, body or units of the government formed by any law, order or instrument being in force, if the employee, at any time in the income year, draws a basic salary of Tk 16,000 or more
28. For receiving any commission, fee or other sum in relation to money transfer through mobile banking or other electronic means or in relation to the recharge of mobile phone account
29. For receiving any payment by a resident from a company on account of any advisory or consultancy service, catering service, event management service, supply of manpower or providing security service
30. To receive any amount from the government under the monthly payment order (MPO) if the amount of payment exceeds Tk 16,000 per month
31. For registration or renewal of agency certificate of an insurance company
32. For registration, change of ownership or renewal of fitness of a motor vehicle of any types excluding two wheelers and three wheelers
33. For releasing overseas grants to a non-governmental organisation registered with the NGO Affairs Bureau or to a Micro Credit Organisation having licence with Micro Credit Regulatory Authority
34. For selling of any goods or services by any digital platforms to consumers in Bangladesh
35. For submitting application for the membership of a club registered under Company Law 1994 and Societies Registration Act, 1860
36. For submitting tender documents by a resident for the purpose of supply of goods, execution of a contract or rendering a service
37. In case of submitting a bill of entry for import into or export from Bangladesh
38. To submit plan for construction of building for the purpose of obtaining approval from Rajdhani Unnayan Kartripakkha (Rajuk), Chittagong Development Authority (CDA), Khulna Development Authority (KDA) and Rajshahi Development Authority (RDA) or other authorities concerned in any city corporation.
Here it is also important to know what will be called the proof of submission of return. These are:
(a) an acknowledgment receipt of return prescribed by the National Board of Revenue or
(b) a system generated certificate containing name and the Taxpayer's Identification Number (TIN) of the person and the year for which return has been submitted or
(c) a certificate issued by the Deputy Commissioner of Taxes containing name and TIN of the person and the year for which return has been submitted.
