Are university VCs doing their job right?

Do the public universities in Bangladesh, including the four that are run under the 1973 ordinance, have a democratic environment? Through what procedure are the VCs in these universities appointed? Are they looking after the overall interest of the university? Or are they keeping loyal to the government in their duties? What kind of reforms are necessary to use the universities for the national interest and to increase our national capabilities?
