The High Court yesterday issued a rule upon the University Grants Commission (UGC) to explain why inclusion of four educational institutions, including Bhuiyan Academy, in its public notice as illegal universities should not be declared unlawful.

The 'illegal' other three institutions are New Castle Law Academy, Dhaka Centre for Law and Economics (DCLE) and British School of Law (BSL).
All these are virtually private coaching centres tutoring students registered with foreign universities under their external programmes, the counsel for the petitioners said.
Issuing the rule upon a writ petition filed by Bhuiyan Academy and three other institutions challenging the legality of the UGC notice, a division bench, comprising Justice Syed Mahmud Hossain and Justice Syed Refaat Ahmed extended its stay order for further six months the operation of UGC notice on four private educational institutions declaring them as illegal universities.
On May 12, the UGC published a public notice in some dailies, declaring illegal 56 private universities as they are being operated in the country without its approval and also of the Ministry of Education.
